Message for 4500 you can have a 95- Z legalized.

for 8000 you can have a 96+ Z legalized.

plus the vehicle costs
Things that need to be changed out:
not sure about all of this, but it is my suspect
headlights, turn signals, rear tails(basically anything that doesn't have a DOT marking on it) The front bumper bar is different, the Jspecs have a solid plastic bar that runs from frame to frame. including the foglight buckets, it is all one piece, I imagine this would need to be switched out.
